If you are using Office 2007, they have a free add on.
This free add-on from Microsoft does not preserve the original page size of the document and there is no page size control. So all pdf's created are the standard American Letter paper size even if your original document is, say, A4. This make it useless to UK users.0 -
I use PDF-Xchange Viewer to make limited changes to PDF files - as it says on the web site "View, Print, Export Text & Images and add content to PDF files, type on PDF's in any font, fill and save forms and much more" - http://www.docu-track.com/home/prod_user/pdfx_viewer/
I use "PDF Printer" from Bullzip to "Print" in PDF format, it allows different output quality from Screen to Prepress, allows you to merge output onto an existing PDF file and add watermarks - http://www.bullzip.com

I've downloaded and tried this but don't seem to be able to do much editing with it. In fact the 'cut' facility does not seem to work at all. You could try opening the PDF file using Adobe PDF reader then copy the contents of the PDF file into say, Word, the after editing and formating it print out using http://www.pdfforge.org/products/pdfcreator which is a totally free PDF creation tool that leaves no branded footer on your document.0

As mentioned above, I definitely recommend PrimoPDF, its completely free and supports many programs as well as Office. I have used it successfully numerous times for my ICT work.

The program is limited to what it can do, it is mainly used for comments and markup. I've just had a look and Cut and Delete Page are alway greyed out. A look in the Help it says "This function was not available at the time of writing of this documentation revision" which suggests they will be in future editions.
The main reason I use it is to fill out forms, I can save completed form to disk. In Adobe Reader when you fill in a form the data cannot be save whereas in PDFX_Viewer you can. Also PDF files that are not in "Forms" format you can use Typewriter to complete forms and save to disk0 -
if you only want to make PDF's you can use word and then print them very easily to a PDF file using Cute PDF writer (google it)

I was just hoping someone might have come across a freeware programme that enables pdf files to be edited and saved. It looks as if such a thing does not exist!
