    Highview.

    Just ignore them.

    And tell TK Maxx that debt collector letters mean nothing, when they relate to a scam parking ticket, and it can certainly still be cancelled so you expect them to ask Highview to do so. Never mind the silly debt letters! That doesn't mean that a fake PCN cannot be cancelled.
    I would like to mention that I've never received a parking notice through the post,
    OK, so email Steve Clark at the BPA and tell him the above, that you only received debt letters and no PCN, no chance to appeal, and can he please investigate:

    And - I hope you realise Highview are laughable and YOU WILL NEVER BE PAYING THIS?!

  • I bring to your attention an issue that is causing a great deal of stress and is starting to impact my personal life as the prospect of being prosecuted for an alleged offence I have not committed is causing me to lose sleep and even goes as far as losing concentration at work.

    I am being harassed by Debt Recovery Plus Ltd, a debt collectors company, for an alleged offence that happened back in 01.04.2017.

    Naturally it caught me by surprise as I have never received a PCN, and the first time I've been notified of this alleged offence was through Debt Recovery Plus letters ( on behalf of Highview Parking Ltd) on 07.11.2018.

    I've emailed Highview Parking Ltd, in an attempt to shed some light on the situation but they have completely ignored my request stating that the appeal time has passed. How can the appeal time have past if I only found out about this after approx. 1 year after it happened.

    Could you please investigate the situation? as this harassment for an offence I've not committed and for which I've not received any form of proof or the chance of an appeal has to stop.

    prosecuted = no, that's not the right word; it's not a criminal offence and Highview never sue.

    But the rest is fine, as long as you attach a copy of the DRP letter for Steve Clark to see, and also add a line giving him permission to discuss your case with Highview and share data with that firm, to get to the bottom of why you never had a PCN.

    Update 19.12/2018

    I've emailed BPA (email above in blue) which has agreed to investigate, and they have contacted the operator for investigations on 29 Nov. Yesterday, 19 dec I've received my reply (initially BPA said it can take up to 14 days for the operator to reply back, took more apparently) .

    Highview has responded to advise that a Notice To Keeper was issued on 7th of April 2017, but the copy of the charge notice ( received with the email from BPA) is dated 7th April 2017.
    Is it the legal requirement for them to send Notice to Keeper after the initial parking charge ? and is it the same as Notice to Owner (NtO)?

    BPA has said that if I wish to appeal the charge i can do so to Debt Recovery Plus.

    Any advise at thsi point ?

    Who at the BPA said this ??? it's total rubbish
    DRP are NOT an appeals service, they are only stupid debt collectors and have no power to make a decision.
    Clearly the BPA don't understand that their scam member DRP are a complete waste of time

    Someone at the BPA is on the funny stuff ... who is it ???
  • My mistake, the paragraph in the email is : "Highview Parking has advised that if you wish to appeal the charge, you can do so to DRP....."
    The email was sent by Emma-Louise Ford.

    I seem to recall that Emma-Louise Ford has sent out rubbish before and Steve Clark of the BPA had to put her right.

    Highview already know that DRP are not in a position to offer an appeals service ........ it's either first stage by Highview and second stage by POPLA
  • I dont understand your point on dates?
    You say "but the..." indicating the date woudl be different, you then repeat the exact same date

    If they want to hold the keeper liable then the keeper has to have a notice to keeper given to them. Notice to owner is NOT A TERM TEHY MAY USE as it is resevved for Council Penalty Charges.
