DRP - Parking charge notice - Highview - Beacon Retail Park MK

Hi ,
I've received a DRP Parking Charge Notice of 149.99, for apparently overstaying my parking at BEACON RETAIL PARK MILTON KEYNES. The parking charge date is 01/04/2017 :think: and the date of the DRP notice is 07/11/2018.
I would like to mention that I've never received a parking notice through the post, around the time of the parking charge I was moving houses, must of been sent to the old address ?
As you can imagine I cant remember at all that day of the charge, not even If I've been to Beacon Retail Park.
I've went on the creditor website, Highview Parking Ltd, and tried to appeal. It does not let and it says that i should contact DRP.
I've read the newbies post and send them the blue template anyway.
I'm also planing on contacting the retailers and complain to them, not sure they can help at this stage.
I'm unsure of my chances of success, as it has been more than 1 year since the notice was issues.
Any advice would be greatly appreciated. Thank you

Go there now to learn about the game you are now caught up in

You can safely ignore debt collectors
Ignore everything except a lbcca or Court correspondence
You do need to ensure that the PPC knows your correct address. Otherwise you may end up with a CCJ by default against you that you know nothing about0 -
DRP cannot and do not issue parking tickets. They are only simpleton debt collectors TO BE IGNORED

It is too late to appeal now but seriously, take no notice of the idiotic DRP. You don't owe the amount they claim, DRP add on fake charges0 -
Have you notified the DVLA about your change of address? You have to do two separate notifications - one for your V5C (logbook) and one for your driving licence.
The DVLA can hand out real fines for failure to comply with their requirements - and up to 10 times greater than a PPC can try to scam off you.Please note, we are not a legal advice forum. I've always updated my address with DVLA, I mush have received the PCN right between moves. I'm now reading through FAQ #4 as suggested by Quentin, I apologise for not going through it before posting.0

I've come back with some updates.
As advised I've sent the blue form to Highview Parking Ltd, and also contacted the retailer (in my case TKMaxx).
The retailer has come back to me , and expressed intention to help if I cannot resolve the issue with the parking administrator.
Now, the parking administrator has come back also , I will put the email in full below.
Dear Sir/Madam,
Thank you for your correspondence relating to your Parking Charge Notice.
However, we are unable to consider your appeal as the time limit in which you had to submit it has expired and as such, this matter has been referred to our Collection Agent.
We advise that you contact our Collection Agent directly via the below:
Telephone: 0141 375 1152 – during business hours of 8:30am – 6:00pm
0208 234 6775 or 0141 301 2355 – outside of business hours
We are sorry we can be of no further assistance.
I feel that I should push, and try to get an appeal.
Any advice at this stage are highly appreciated

get a letter in writing from T K MAXX stating that the vehicle was authorised to be there and they do not want this pcn to go forward, they want it to be cancelled and that HIGHVIEW do not have their permission to take this to civil court
keep this as a WS from them to be presented to the court if it went that far (which is unlikely)
when you get this in writing, appeal again with a copy of this WS and demand that the pcn be cancelled (plus that this WS will be raised in court)0 -
I agree. No point bleating at daft old Highview!Isn't you next stage to go back to the retailer taking them up on their offer for help as you "cannot resolve the issue with the parking administrator"?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of alleged contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and others have already been named and shamed in the House of Commons as have Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each week, hospital car parks and residential complex tickets have been especially mentioned. They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
The problem has become so widespread that MPs have agreed to enact a Bill to regulate these scammers. It has even been suggested that some of these companies have links with organised crime.
Watch the video of the Second Reading and committee stage in the House of Commons recently. MPs have a very low opinion of this industry.

UPDATE:
I've tried my chances with the retailer TKMaxx. If at the beginning they seamed very eager to help ..After a few emails, after they've ask me to send them the letter from DRP and a bank account statement that shows I was a customer at the time of the alleged offence, as soon as they've found out that the matter is with the debt collectors they've backed down and said they can't offer any help at this stage.
At this point I am unsure what to do, 29th is the payment deadline.
Should I email Parkview again, and try to get an appeal ? maybe than TKMaxx can help ?
Not sure of what more I can say to Parkview, already sent them the blue form.
