Terrible photos, do they look that bad on the actual PCN?! Can't even see the DYL or any signs, or even the car!

So the clear picture of the space is a picture that was procured externally for presentational purposes to show the space in question.

The black pictures are those present on the PCN. Indeed they are that bad!!! However somehow the plate has been expanded and a detailed version presented (where the white space has been blanked out). But given the quality of the images it is impossible to identify any alleged driver. Therefore truly the registered keeper is at a loss when trying to direct the PCN ?

Yes, you can't submit an appeal to PoPLA without a PoPLA code.

That PoPLA code will be supplied by Horizon if they reject your appeal.

Thanks for providing clarity on this and guiding me through it. Now submitted and will await a response from Horizon.

Never mind the driver not being visible, the signs & lines are not!

I replied on another thread here earlier today about the real meaning of a DYL, which does not signal a ban on stopping, and thus it is misleading, and stopping to load/unload something is not a contravention.

POPLA will need that explaining to them as they seem utterly clueless about DYL and will swallow whatever a parking firm say they mean!
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Indeed any respective alleged driver would have been unable to see the lines/signs.Lets see what happens next...

Obviously chancing their arm at scamming you.

What 'reasonable cause' did they have to acquire your personal data from the DVLA with such paucity of evidence? If you're up for this, cause them some grief and ask that the DVLA investigate this and apply sanctions.

They said they were requesting information based on the parking infringement. I am fighting ES on another case and once I have dealt with them then this maybe something I will pursue. However happily enjoying this victory for now!
