I finally received a response to my complaint with POPLA, as follows:
"Your complaint about POPLA
Thank you for your email, which was passed to me by the POPLA team, as I am responsible for responding to complaints.
Firstly, please accept my apologies for the delay in responding to your complaint. We have experienced a high influx of work which has led to delays in our replies.
I note from your correspondence that you are unhappy with the decision POPLA has reached. You state that your comments were not taken into consideration.
Having reviewed the assessor’s report, I am satisfied that all of the information you provided was fully considered. Whilst I appreciate that you are unhappy with the landowner’s contract provided, I am satisfied that the assessor was correct in stating that this document complies with section 7 of BPA code of Practice. The document clearly states the site that the operator has permission to operate on and has been signed and dated.
I am aware that the PCN issued states ‘Britannia Parking Group’ and the contract states ‘Britannia Parking Services Limited’ however, this does not affect the validity of the contract. This contract allows the operator to operate and issue PCNs on this site when deemed necessary.
I have reviewed the assessor’s decision and I am satisfied that the outcome reached is correct. As POPLA is a one-stage process, there is no opportunity for you to appeal the decision.
While I understand this is not the outcome you had hoped for, our involvement in your appeal has now concluded. If you wish to further dispute the issue of the PCN, this will be between yourself and the operator directly.
As we have reached the end of our process, it will not be appropriate to respond to any further correspondence on this matter. For clarity, if you choose to send us further correspondence, it will be noted but we will not respond."0 -

I found out today that there is no planning consent to operate this site as a car park, so that maybe of use to someone else if they receive a PCN for parking here.0
