This was what they sent me the other week.
It seems they stated the reason for their enquiry was something different all together!

But the DVLA have confirmed the database access request was from a 'Business' registered at Unit 4 Butman St, Manchester, M18 8TG, of which I assume is UK Parking Patrol Office Manchester Business Reference Number UI05685001 (Note - Not a ltd company).
To all intents it is the Ltd version as the DVLA got shirty about giving Mr Cheet-em personal details. It changed over about April 2015. Send the SAR to the address the ICO has for them.

Coupon-mad wrote: »These are the things I recall about Newcastle Airport/UKPPO's useless regime there:
- the PCN says it was issued 'pursuant to byelaws' but it wasn't
- it was a PARKING charge notice, so that is a different animal, about alleged contractual breach
- their contract was with another third party, Park & Fly Ltd, not the Airport owners
- the signs were stuck on wire fences out of sight, small print, badly phrased
- images were taken by CCTV by third parties, Park & Fly staff not conversant with the Trade Body Code of Practice
- the times on photos often did not match the 'parking breach time' on the NTK, sometimes 3 or 4 minutes out
- the Bylaws stated that PENALTIES could be issued. Not 'parking charge notices'
- the Airport's owners included Local Authorities, thus the land should have been operated under the TMA2004, not with a mish-mash regime where UKPPO couldn't decide whether their charge was a penalty or a parking charge.
The byelaws for Newcastle Airport actually do refer to the issuing of parking charge notices for some infringements of byelaws.3.3 Where any person parks or leaves a vehicle in contravention of any of byelaws 6.2 to 6.6, 6.10, 6.16 to 6.18, 7.1, 7.2 or 7.7, or otherwise contravenes any of those byelaws in relation to a vehicle, the Company or its agents may (in its/their absolute discretion) either:[these include parking in a prohibited area]3.3.1 Apply a Parking Charge Notice
3.3.1.1 A Parking Charge Notice (PCN) may be issued in respect of the vehicle.
The PCN will specify:
3.3.1.1.1 the sum the registered keeper is required to pay;
3.3.1.1.2 the time within which the payment must be made; and
3.3.1.1.3 the address to which the payment must be sent.
3.3.1.2 The PCN will also explain that unless payment is made in accordance with its terms, court action may be commenced to recover sum due from the registered keeper under the PCN together with costs, interest and any other sums legally recoverable;0 -
I thought this raised another point that this would have to be signed of by Secretary of State and I don't believe anyone has ever shown that it has been. Also, the Byelaws don't apply as it's not under relevant land as it's a publicly accessible Highway and is governed by the Road Traffic Act.0

So UKPPO have received my SAR and have asked what Reg No and PCN number it relates to. It seems they don't understand GDPR as well as what PCNs and Byelaws are and are not! I gave them my name and address so they need to give me all information in relation to me don't they!
Should I just give them what they asked for or say it doesn't relate to anything specifically as I want EVERYTHING they have on me?!0 -

Scammers don't really understand much
You have sent them a request to provide you with info they hold
for you at an address. Simple for anyone to understand.
Remind them just how simple it is to reply to a SAR0 -
The ICO have said it is reasonable for scammers to ask for proof of ID such as a copy of the V5. Asking for the VRN and PCN number is not unreasonable.
They cannot however ask for photo ID.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
I sent ID already, but they’ve asked for a 2nd. I’ll just jump through their hoops and keep a note of how much I’ve spent on postage for when I claim my costs back.0

Are you having to post everything? Does their Privacy page not give you a Data Protection Officer email?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
