Blackmailed by Ebay and PayPal keeps Fees

I appealed when I received the item as there was nothing wrong with it but ebay just ignores you and refund the buyer.
Just to make things worse PayPal won't return the fee they charged, so that's another £5 lost, all because a buyer changed his mind. So I am £20 Down.
How can eBay /PayPal get away with this?
