Blackmailed by Ebay and PayPal keeps Fees

I had a buyer who bought a item and told eBay it was defective, so eBay says I have to accept the return and pay return postage or the buyer gets to keep the item and gets a refund. So now I am down £15 in postage.
I appealed when I received the item as there was nothing wrong with it but ebay just ignores you and refund the buyer.
Just to make things worse PayPal won't return the fee they charged, so that's another £5 lost, all because a buyer changed his mind. So I am £20 Down.
How can eBay /PayPal get away with this?

All part and parcel of selling online. Thats one of the risks.

The issue is your buyer not ebay or paypal though. Your buyer had a reason to return the item and chose to do so.

They get away with it because thats their terms and conditions. You chose to agree with them and sell online.

Put yourself in the buyers shoes, you purchased something and for whatever reason you needed to return it. But the buyer said NO. You would be unhappy.

If you fight a case and lose, eBay fees are not reimbursed, your Paypal fee should have been automatically reimbursed* in the refund transaction, assuming the original payment was refunded. Are you confusing eBay fees and Paypal fees?

* the transaction fee (usually 20p for standard accounts) is retained by Paypal when a refund is made.

As above, PayPal fees - apart from 20p are refunded when the refund is made if it's within 60 days, so OP check that again as you may have misread your PayPal account. If fees were not refunded then you are saying that PayPal took more money, not just refunded the original payment? Buyer would have received their full amount back , so if you have paid charges and buyer got a full refund there would be an additional charge on your PayPal account, are you saying this is what you see?

Yes buyer got his full money back, he just changed his mind and I lost out. PayPal said they don't refund the PayPal fee back no more. Abit naughty really

No, paypal rules have not changed- see my post above, have they actually put through a new charge over and above the original payment or are you misreading the paypal payment details?

The only time paypal fees are not refunded is when it goes past 60 days before a refund.

Paypal do not keep fees. They DO keep the transaction fee, but that is 20p.

Going have to message them again, eBay refunded the buyer the full amount using my credit card though PayPal. Normally eBay refunds the amount less the PayPal fee, then PayPal returns there fee to make the full amount to the buyer. This time ebay used my credit to take the full amount so I am owed the PayPal fee, but PayPal just won't help.

That doesn't make sense. The refund comes via paypal so the only way they have charged you the fees is if you can see an additional amount debited in your paypal account.

Yes, this makes no sense.

Perhaps the OP refused to refund, eBay then charged their reimbursement method for the refund? It's the only scenario I can see that fits with what the OP thinks has happened.

Tell me about it, when the buyer first started the return eBay took the amount out of my PayPal account which they normally do. On the 12 Oct eBay said try have refunded the buyer and I thought this was the end of it. Then on the 24th October eBay sent me another message saying they have refunded the buyer. So I checked my PayPal account and they put the money they froze back into my PayPal account minus the PayPal fee, they then took the full amount from my credit card. Not sure what's happening her, eBay normally only takes selling fees from my credit card via PayPal but this time they refunded the buyer with my credit card instead of refunded through my PayPal.
