Thanks for the replies and help. I am bit short of time as we need to see our baby in the intensive care unit so need to rush off there as well as we have not seen her today.
My issue was that my wife has this unfair parking fine but due to whats happended to my wife and baby, I am short of time so have to balance everything.
I will try to get the email to Parking Eye written later tonight for the appeal and will comment on what I have written.0 -

you will NOT be emailing Parking Eye at any time, definitely NOT tonight
the blue text template with my blue text paragraph mixed into it is all you require, appealing as KEEPER on the PE website, so no emails
the only email you need to do is to PALS using your letter with my EA2010 addition
so the two items are already written, one to be emailed to the trust, the other to be copy and pasted into the online appeal by the keeper

Thanks all, just a question on the blue template which is provide it states,
Since your PCN is a vague template, I require all photos taken, a clear image of the signage and an explanation of the allegation (e.g. if you have identified a wrong VRN input at a machine, say so, and explain why your Data Protection Officer has not simply rectified it, rather than trying to punish a driver for a matter where there is nothing to deter).
However, the letter they sent via post shows a clear image of the vehicle leaving and exiting the car park and provides arrival times and departure times.
On the back of the paper under "Parking Charge Information"
it clearly explains what happened at what time. So should I remove the above blue part out of the template or just leave it in?0 -

We have a beautiful little girl but she came 9 weeks early so we will be at the hospital every day. Going slighty of track but I visit the hospital every day at 11am and there is a parking women who is ticketing around 10-15 cars each morning outside the baby unit. I had a look at some of the cars yesterday and many of them don't have parking tickets. I think the issue is that the wives have gone into labour and they are parking up and rushing into the hospital. Would they have any rights to appeal the PCN?
I feel like writing on a piece of paper a link to the blue template and attaching it the cars that I see ticketed.0 -

No you don't remove anything from the blue template, they are harassing you you don't let them off the hook, and this is a tried and tested route.
But you still haven't answered this very important question:......I do need to re ask

On the back there is following sections,
"Parking Charge Information"
explains what happened, where and why was given this PCN
Appeals & Complains Procedure
About the appeals and also mentions "if this appeal is unsuccessful, you will be advised in writing and will also be provided with details of the independent appeals service (POPLA), their contact details and a unique reference number. Please note: POPLA will not accept an appeal, if you have not appealed to Parking Eye LTD in the first instance"

The NTK has failed POFA2012 and the keeper is not liable for this charge. an occupant of the vehicle is also covered by the EA2010 and also they are not to blame for the actions and tardiness of the NHS Trust involved so cancel it, in writing. The NHS trust has also been reminded of their responsibilities so expect a cancellation from them too

They are an absolute disgrace to this country. Ordinary motorists...should not have to put up with this''. Firms of your ilk were unanimously condemned as operating an 'outrageous scam' (Hansard 2.2.18). The BPA & IPC were heavily criticised; hardly surprising for an industry where so-called AOS members admit to letting victims 'futilely go through the motions' of appeal and that 'we make it up most of the time' (BBC Watchdog).

Should you later pursue this charge by way of litigation, note that service of any legal documents by email is expressly disallowed and you are not entitled to assume that the data in this dispute/appeal remains the current address for service.

ALWAYS look at the wording of any PCN from ParkingEye to see if it is a 'POFA/keeper liability after 29 days' one or not. There are two versions - look on the BACK of your PCN!
As long as you have not said who was driving in the first appeal, if you are lucky enough to have one like the ''golden ticket'' (nothing about POFA 2012 on the back) type of PCN discussed here:

This shows a ''Golden Ticket'' (our phrase only!) back page (note no paragraph about the POFA 2012):

...then you *will* win your appeal using the template POPLA point about 'no keeper liability' from a PE non-POFA type PCN, followed by the template point about the appellant not being shown to be the individual liable.

Hi, I have checked again and it states ....."the Parking Charge is now payable to Parking Eye Ltd, by the driver.
If you were not the driver at the time, you should tell us the name and current postal address of the driver and pass this notice to them"
It then goes on about the appeal process and how to appeal, include receipts, medical conditions etc.
a little confused now as the link you provided, the person wrote a detailed email. All I was going to do was paste the one I posed above with my wifes names and address (registered keeper that the letter came to).0
