Hi All,
My wife went to her hospital appointment for a diabetes test as she is pregnant. She thought the test would take a maximum 2 hours so paid the associated fee for the 2 hours. However, it took 3 hours and the nurse told her that she was not able to leave the room, therefore unable to go back to the car park to get a new ticket.
The PCN is from Parking Eye which is a member of the BPA.
The date of event was 26/09/2018.
Date Issued 10/10/2018
I have read on the forum that they should have sent this letter within 14 days.
They have a picture of her car and she overstayed by 32 minutes.
I have seen the appeal template in the newbies forum, however should she also mention the 14 days issue where the date of event and date of issue of the letter are over 14 days?
Should she also provide an explanation of what happened, why she went over the 2 hour period and also provide a copy of her pay and display ticket?
Please advise. My wife is currently in hospital as she had to have an emergency c section and doing this work on her behalf as its helping me take my mind of things.
The discounted payment ends today so my only concern is that if it goes further then I will have to work out if the extra time is worth it.

contact PALS at the hospital TODAY , ASAP , and remind them STRONGLY of their obligations under the NHS principles published 3 years or so ago

also remind them that the patient is also covered by the Equality Act 2010 , plus the patient does not need this stress on top of her illness and pregnancy
use the blue text template , appealing as KEEPER, on the PE website
add an extra paragraph
your NTK has failed POFA2012 and the keeper is not liable for this charge. an occupant of the vehicle is also covered by the EA2010 and also they are not to blame for the actions and tardiness of the NHS Trust involved so cancel it, in writing. The NHS trust has also been reminded of their responsibilities so expect a cancellation from them too
do not tell them who was driving
forget the discount period completely, this is worth fighting for several reasons I have outlined above

Just to be clear,
1. Contact PALS (first google what PALS is lol) with what you have mentioned. I am trying to find contact information for the "City of Coventry Health Centre" but cant find any direct email address for them.
2. Also appeal to Parking Eye using blue template as keeper and adding the blue text highlighted above. Should I also add the information I mentioned in my original post that the person, keeper? patient? (or how to make reference to that person?) that they had a hospital appointment and explain the reason why my wife went over by 20 minutes and could not infact go outside? Also worth adding a picture of the ticket to the appeal?0 -
do not tell PE of the circumstances that surrounded it, that info is to go to the trust alone for them to cancel it
google will tell you what PALS stands for (more acronyms , lol)
basically , complain vehemently, as an aggrieved partner , to the trust (unless she is well enough to complain)

give them an inkling that the keeper is on to their sc@m of failing POFA2012 and adding the EA2010 threat into the mix is also disconcerting for them

Dear Sir/Madam,
My wife received a Parking Charge Notice while attending the City of Coventry Health centre on the 26 September 2019. She was attending as she was having her glucose tests done as she was pregnant.
She was not aware of how long this test would take so paid for 2 hours of parking. After she had her first blood test done she was told she needed to wait and have a drink and then have another blood test later on to see the effects on her body. However, as she was waiting she tried to leave the hospital to go to the car park and get another parking ticket. However, the nurse said that she could not leave the hospital at all until they had done her second blood test.
I am now dealing with this on behalf as my wife had to be rushed into hospital on Thursday night as she had to have an emergency c section. Our premature baby is still in the intensive care ward at University hospital and we both do not need this added stress and financial burden during these difficult times.
I also noted this from the government website,
this is where I had a link to the gov website (forum says as a new user im not allowed to post links)
" Additional charges should only be imposed where reasonable and should be waived when overstaying is beyond the driver’s control (eg when treatment takes longer than planned, or when staff are required to work beyond their scheduled shift)."
As mentioned earlier, this was out of my wife's control as she was told she could not leave the hospital until after her second blood test.
We would appreciate if you could cancel this parking charge notice ref: 413514/XXXX (done this XXXX bit on purpose)
Please advise if there is any further information you required.

nothing in there about the EA2010 though - tut tut !
so add something like
As you are aware, my wife is probably covered by the EA2010 and so your trust has to make "reasonable adjustments" for her medical conditions, this would include "grace periods" both before and after any parking event and on council car parks an extra hour of free parking is usually given, covering any alleged overstay anyway0
