I would read it as you can use linoleum or carpets as long as you lay underfelt / underlay beneath it. I think people are reading the clause in the wrong way.
The clause says "to keep all passages and rooms inside the flat carpeted with underfelt in addition to linoleum or carpets".
I would take the "carpeted with underfelt in addition to..." to mean "with underlay laid underneath the..."0 -
Yes, I was hoping that as long as I didn't use laminate, which is hard and noisey, then something soft like Kardean which also has an acoustic dampening layer would be the same as linoleum with underlay.0

I interpret that as covered, not specifically as covered with carpet. Otherwise the qualifier statement "in addition to linoleum or carpets" is meaningless.0 -
I'm inclined to give people with low post counts (like the OP) the benefit of the doubt that they don't know about/how to do this.0

You can get LVT click flooring. It is an LVT with a moulded click edge similar to laminate. You use an underlay with it, not very thick but an underlay none-the-less. It might comply.
Look up LVT click flooring (various brands available including Karndean Palio Click).0
