If the leaflets are randomly pulled through the doors by the occupants , what's the proof the leaflets weren't put through by the delivery person

I know as my mate(ex postie) runs a distribution company in Edinburgh and its how the check.
They drive round areas looking for leaflets showing.
In tenements/flats they go in or look through the doors if they are glass.0 -

I didn't say company's don't go round checking on staff.
How have you come to that conclusion.
Why would a company knock on a door when the post I responded to was about staff being told to leave leaflets hanging out.0
