Appeal not accepted or rejected but receiving debt collection notices

I would appreciate some advice.
On a hot summer day in July the driver of vehicle parked in my resident bay, the baby was screaming so driver took baby out into the flat to put to sleep. About 1/2 hour later driver realized permit was not on display, went out to put it on but there was already a ticket on the car.
Notice to keeper was received in August and sent off to appeal retaining proof of postage from post office, to date nothing has been sent from parking company to accept or reject the appeal.
Register keeper has received 3 debt collection notices from DRP, one which was received today saying they've spoken to their solicitor and before legal action can take place their client must demonstrate they have done everything possible to avoid court action. Well they haven't really as they've failed to respond to appeal or offer IPC adjudication.
On the DRP form the only thing they have correct regarding the site is the road name, the development name and postal code are incorrect.
The lease does not cover having permits on display in vehicles and it is done out of courtesy to avoid hassle such as this.

The newbies faq thread explains (#1) that appeals to IPC companies and the IAS are futile
#4 in the FAQ advises on debt collectors - ignore them completely!
Ignore everything except a LBCCA or court correspondence
If it comes to that, come back for advice on defending a claim (covered in the FAQ, #2)
In the meantime press whoever contracted the PPC to get this cancelled1 -
With around 170 different private parking companies having access to registered keeper details from the DVLA, and each one will have its own nuances in pursuing parking charges, how do you expect us to provide high quality advice and guidance to you in dealing with the parking charge, if you are covering our eyes with a blindfold by hiding which one is chasing you?

The IPC is just their association, (assuming the ppc you are involved with is an IPC member), and would not have helped you!2

Prepare for a court claim by reading, digesting and understanding what you will need to do in the event of a LBC or MCOL (see the NEWBIES FAQ sticky, post #5 for acronyms) by reading post #2 of the newbies sticky - written in the main by legal experts.
Much is going to hinge on your tenancy agreement/leaseholder legal documentation, so get that out, read it thoroughly about anything parking-related, so you know and understand your parking rights.Please note, we are not a legal advice forum.
