The way MSE handles these spams (as above) seems to vary - this one had only 2 -ve points.    It seems that MSE sometimes steps in before the usual 5 but others are let to run and run.

Is the old ppr system still in use ?

Think temporary bans still in place . Any banned user now says banned in their profile , don't think it's uses the term PPR
