I don't think a teenager can expect to earn much more than minimum wage. It's great they want to work though. I'd be thinking about all the experience they will gain, not just the money.
To maximize pay I'd probably look at working weekends which might pay more or somewhere where you can earn tips.

System

Greggs take on under 18's. think the starting pay is about £6 p/h but it goes up after probation (its £8 p/h for over 18s i think), they usually are pretty good about working around school/college, ive know a lot of students who move between shops when they're at uni etc. Granted its not the most amazing job in the world but the pay is good for retail.

You get uniform, 50% discount and profit share every year as well.
