I assure you i am 100% genuine.
I did at no point say i am willing to give up £500 so easily.
I have done absolutely nothing wrong whatsoever.
This is the message from paypal:
In order to ensure the security of our services, we need to confirm your information.
If you are not willing to supply us with this information then unfortunately we will not be able to release the funds on your account. They will be held until we receive documents or can take a decision to close the account permanently.

I have replied saying that i do not drive, and my passport is expired, so cannot provide the documentation. They continually reply with the same response as above
Can paypal do this, refuse to let me close an account. I can understand that id is required to confirm identity and all the rest, i just want to close an account

You don't seem to be digesting what the other posts have explained. This is a legal requirement. Closing the account is one thing, closing the account and receiving the contents (£500) is another.
If you want the contents of the account then you need to comply with the request.0 -

How about a Bank statement - what ID did you use to open your bank account? Would they accept a Council Tax bill or other utility bill?0

Yes they can demand all that if you want your money back. You appear to be concentrating on all the wrong things, you are not 'just' closing your account, you are wanting to withdraw money , technically if the money wasn't in there you could just walk away and let your account lapse regardless, but you obviously want the money back.
You also appear to be concentrating on just the two items of ID you don't have- which is beginning to look like you are hiding something. I did not use my passport or DL to ID myself , so phone them and ask what other ID you can use and ask them to verify you via your bank account.

And I think you're wrong, a provisional licence is just as good as a full licence for ID purposes in most circumstances. Please provide some examples of organisations that require a full licence to prove ID.
You can think I'm wrong if you want. It makes no odds to me.
However, most recently arguing with AIG (insurers) over one of their sub-division's ID requirements -- they quite clearly specified a FULL UK driving licence (paper or photo).
I've seen the requirements also on these KYC checks for my bank too. Explicitly stating NOT a provisional ....
It's right there along with requests for original bank statements (NOT some printed PDF from your online banking, which we are all urged to switch to), and a "recent council tax bill issued within the last 3 months" which is stupid -- as they are only issued once per year, and are valid all year long.
I didn't say the requirement made sense, just to watch out that a provisional might not be the solution.
I'm glad that you've only dealt with reasonable companies that don't require such specific things, and are open to negotiation.
However, you'll eventually find that there are some who operate a different policy.0 -
You are getting some very poor advice. Whilst Paypal maybe responding to money laundering protocols, ultimately it's not their £500, obviously. If you want to continue using the account they have a right to pursue the protocols but if you no longer need the account they should return your £500 and close your account.
You should send PayPal a letter suggesting the same and threatening to take then to court of they don't give you your money back.If I ruled the world.......0 -
No PayPal cannot STEAL your money pending their pursuits. They are acting illegally and should return your money THEN pursue their investigation and ideally they should ask for ID BEFORE opening accounts, but it obviously suits their business to steal as much money as possible and hopefully they get to keep money from profile who cannot provide details. Just another massive corporation who are bigger than any lawsCan paypal do this, refuse to let me close an account. You appear to be misunderstanding the money laundering requirements. If your statement were true it would mean money could moved freely without any checks as long as a user kept their account open.
The money is the point here, like the OP you are concentrating on closing the account, which is immaterial. Point is they're not stealing his money. Just obeying the law and withholding actions on the account until he has proved he is who he says he is and not money laundering.0
