Hang on BG ... take a deep breath and then read the posts which were made around the same time as yours. (I was making posts but deleted them straight away as I had seen that the OP had corrected some info). The PPC is CEL.

I am sorry to hear that you have Parkinson's disease.
Kudos to anyone who fights back against the PPCs, more so if they have a disability that makes it a bit harder.
At the risk of going over old ground, did you flag up the disease when you contacted the management of the pub? I doubt that you want to shout about it from the rooftops or to appear to be seeking the sympathy vote, but all's fair in love and parking charges, especially parking charges. I'd write yet again if I were you, absolutely playing this to the max, with steam coming off the page or keyboard. Their indifference is an absolute disgrace. With bad reviews stacking up on TripAdvisor, they may decide enough is enough at some point and you might be that tipping point.
I'm thinking now .... are complaints to management still a valid option at this point? If not someone here will put me straight before I send you off in the wrong direction, I'm sure.0 -

I just told them i was disabled, not why, i have a blue badge, it was on display etc.....
i'm ill health retired, can't afford a ccj etc, but refuse to pay these cowboys !!!0 -

It's still the first step but all too many people approach so called managers who have little clout. The CEO is the contact
In the OP's case, it's a pub.
The landlord must be made aware of the danger using CEL as their tactics could easily put them out of business. The pub trade is very vunerable at the best of times now.
If the OP went public with this, the local media, the pub would suffer which none of us want to see but some pubs need a short sharp lesson for letting parking scammers ruin their business.
Of course the landlord will not understand that the OP can join him or her in any court action0 -

Parking Eye and the Bailiffs/Court letter is from Civil Enforcement Ltd
Letter says they will instruct 3rd party collectors and commence proceedings
So as I said it says nothing about Bailiffs, stop panicking, you are a long way from bailiffs and you would never see one if you follow the advice on here.0 -

The word 'disabled' may mean little to people who are not themselves disabled. Identifying that you have Parkinson's disease, however, may elicit some understanding.
Give it another go, I reckon. And much as you may not like outlining exactly how the condition affects you, this may be the time to do so. Add to this your absolute disgust with how things have turned out. And emphasise that you spent your time there in good faith, assuming that the pub had its customers' best interests at heart.
And as beamerguy says above, explain that you may well have no option but to contact the local media unless the landlord shows by cancelling the charge that they do indeed value all their customers including those with disabilities, understand the very real challenges you faced on that day and appreciate the extreme stress this situation is causing you.0
