Ok, so all the tickets were NTKs from the PCN Admin centre. I got 2 on my windscreen and after that I just made sure I went nowhere near the car park. I have treated the 2 on my windscreen as the same and sent letters to the PPC.
I used the letter template from NEWBIES which starts: 'I appeal and dispute your 'parking charge', as the keeper of the vehicle. I deny any liability.'
I have sent the template letter (obviously amended) to the PPC for all tickets I received. I will now draft a letter to the PPC asking for a SAR. As of yet, I've not received anything from the DVLA.
I did change address, so that I can receive any mail related to the car, but I don't live there, it's just a postal address of a friend.

OK so you are saying there was a postal NTK as the first notice, for two of them, and a windscreen PCN as the first notice, for the other two, BUT you waited for the PCN Admin Centre NTKs to arrive for those first? Or were the windscreen ones appealed as keeper and have never had a NTK?
Are the NTKs compliant with:
- para 8 of the POFA, for those with PCN followed by NTK
- para 9 of the POFA, for those with a NTK only.
You can check by comparing them to the POFA Sch4 or show us BROKEN link (change http to hxxp) to a Dropbox scan of both sides of these.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Perhaps you should compare them with POFA Sched 4.

These are the exact words used, so you should quote them to your MP in a complaint and ask him/her to contact Sir Greg Knight MP if he wants further information about this scam.

Evening ladies and gents.
I have now received an LBC from the solicitors working on behalf of the PPC. Dated 12th February, I was away but have now written the SAR request for the PPC (I have sent these before but have been ignored)
I will send the letter and email to the solicitor tomorrow, advising my case should be 'put on hold'.
It is 2 windscreen PCNs I am fighting now. The other tickets were thrown out by POPLA.
Is it worth mentioning that the other tickets were found to be invalid? I would have appealed to POPLA but was snowed under with stupid tickets everywhere.0 -
Yes, you can mention that to the solicitor, as well as stating that the two remaining meritless PCNs must be the subject of a single claim as they turn on the same baseless facts (be sarcastic like me if it's your style!).
If you want the case on hold for 30 days, add 'I am seeking debt advice' (yes, really).PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Have you sent them to the DPO of the PPC by searching for an e-mail address on the privacy page of the PPC? Did you put Subject Access Request in the subject line of the e-mail and add the PCN reference number and provide proof of who you are - such as a scanned copy of your V5C? If so and more than 30 days has passed, complain to the ICO....... was away but have now written the SAR request for the PPC (I have sent these before but have been ignored)0
