Multiple tickets via ANPR

Hello guys,
Essentially I am staying at a friends house as my life is pretty hectic at the moment. I'm technically homeless and have my father's address as the registered keeper.
We sent emails to the building manager asking for a pass for me to enter the car park in July so that I could help my friend move in. We sent 5 emails to the parking company using the email address that the building manager gave to us. We heard nothing until my father received multiple letters advising my car was caught on camera in their car park.
I updated my address details with the DVLA about a month after I moved out of the original place. I asked the landlord multiple times if I had any mail and got no response. I therefore believe the may be more tickets at my old house (which I have no access to now).
I only realised I was getting tickets when my father returned from holiday to find a pile of them. And a day later, I got a Parking Charge Notice on my window. As of yet, because of the amount of tickets I've not sent a response, but I am within the 28 window by 8 days.
I have read all of the stickies to try and make sure i don't ask anything stupid. Any help would be massively appreciated as my life is in tatters at the moment.

What is the name of the PPC please?
You need to appeal each and every PCN as keeper using the template from the NEWBIES.
Send an SAR to the DVLA asking them to tell you who and when has anyone requested your personal data (including VRN). Give the DVLA a dates from just before you moved in to your current location up until now.
If there are more requests for your data than the number of PCNs you have, then the keeper should write to the PPC telling them their new address for service, and ask them to re-issue any PCNs that you have missed due to your change of address.I married my cousin. I had to...I don't have a sister.

Hi Fruitcake,
Thanks for taking the time to reply. The PPC is called Green Parking. I've started to use the template you advised and will amend accordingly with the PCN number. Is it worth me sending these via mail or just email them all across?
I will write a letter to the DVLA today and get that sent off asking for the details. Is it worth prolonging this, or send them now as it is 21 days since I received the first letter.
Thanks again,

A small fry operator, with the BPA, so should be easy to beat at POPLA, if the registered keeper just submits the NEWBIES template appeal for each & every one.
They appear to have an amateur payment page:
http://www.green-parking.co.uk/pay-a-pcn/
I just tried, and you can make up a PCN number, which takes you straight to your Paypal account to make a payment for any old PCN.
How very easy!
And yet you can only appeal in writing by snail mail:For Parking Charge Notices please send appeals to:
Green Parking Ltd
1 Golden Court
Richmond
Surrey
TW9 1EU
And they reckon they think people will only appeal if they 'forgot to pay':
Yes...ahem...I am sure they will 'endeavour to look into the matter' an then reject it and demand £100. And they clearly don't know what without prejudice means.Green Parking recognise that customers can make a genuine mistake in forgetting to pay for a parking period. Should this have happened, please email appeals@green-parking.co.uk with the Parking Charge Notice reference number and details of when and where it was issued together with your reason for non-payment and we will endeavour to look into the matter for you on a without prejudice basis.
...and, oh wait, so there IS an appeals email addy hidden there, then...
appeals@green-parking.co.uk
Hilarious load of old tripe.
Email them the template appeal now, should be a laugh.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hello,
Thank you again. I have done what you said fruitcake. Sent appeals individually and a request to the DVLA.
I would like to say that if I beat these dopes that I will pay £20 to a charity of your choice. That applies for you too couponmad.
I'd far rather give money to something good, than cowboys.

Hello there,
I've got the responses from the PPC and their cronies. I now have POPLA codes. They were sent via email, not post. What is my next step?
Many thanks,

POPLA of course.
You've been here long enough to know that everything is in the NEWBIES FAQs, and you did say you'd read the stickies - so go back and read the POPLA section.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi guys,
Ever so sorry to ask again but I'm confused. Because I got so many tickets and all but 2 were sent via post, I don't know the best approach. There is no mention of the POFA 2012 on the tickets. I asked the property manager for an email address to enquire about parking before I actually parked there. The email address the property manager provided was wrong, so I sent 5 emails to a different email address. I am currently homeless and suffering with severe mental health problems. I could really use a bit more advice.
Thanks again,

They should be easy to beat as they have only issued windscreen PCNs haven't they? No postal Notice to Keeper letters? The PPC is called Green Parking.
As long as you used the template appeal, and the registered keeper of the car has received no NTKs, then your POPLA appeal can start with that fact, and say the keeper cannot be held liable.
Then you can add the usual templates as well, taken from th thuird post of the NEWBIES thread: 'the appellant has not been shown to be the individual liable' and 'no landowner authority' and 'unclear signs'.
You are best to wait a bit, to try to get close to (or past) day 56 after the PCN date of each one, as long as the 32 day POPLA deadlines are not missed - the codes will work that long only).
Are you the rk of the car and have you updated the DVLA as to your current temporary address, or could letters have been sent to an old address still lodged as being the car's address on the V5? I doubt that this PPC has got the keeper's data from the DVLA, as you appealed 'as keeper' and they think they know.
But just thought I would check, as you must keep your DVLA V5C address up to date.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I see a SAR to the DVLA has been mentioned. I'd hate for you to miss out sending a SAR to the PPCPrivate Parking Tickets - Make sure you put your Subject Access Request in after 25th May 2018 - It's free & ask for everything, don't forget the DVLA

Yes why not send a SAR now, like here (don't ask what a SAR is please):
https://forums.moneysavingexpert.com/discussion/comment/74878127#Comment_74878127
and then work out your POPLA deadlines, compared to 'day 56' for each PCN, and diarise when the winning POPLA appeals must go in so they are not late, but so that the PPC can't issue NTKs in time.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
