I'm just using the template from post #3 for my POPLA appeal but I have noticed in my NtK that the evidence they have was from a warden operated camera system aka mobile phone.
Even though the signage states the ANPR may be in use and I haven't seen any evidence of it in use, shall I still include point "8) The ANPR System is Neither Reliable nor Accurate" in my appeal?0 -

And you will have to post your POPLA appeal, with proof that the code was only just supplied to you by the BPA on xx/xx/18, following a complaint, and as such you ask that POPLA honour this promise:
''In exceptional circumstances, the assessor may be able to extend the 28 day time limit. If you are submitting your appeal late you must state fully and clearly the reasons for the delay. You must also provide any evidence you have to justify the delay, along with your appeal. The assessor will then decide whether the appeal can still be considered.''PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I just fired an email to POPLA as I haven't had any response from them in over a week but I received a letter from PCS saying:
"Thank you for your communication regarding the above Parking Charge Notice (PCN).
After carefully considering the case, we have cancelled the above parking charge on this occasion. I have noted our records to ensure that we do not send any further letters about his parking charge."
Result!!! Looks like my 26 page appeal to POPLA did the job.
