OP, you already spent a considerable amount of time and effort on this which will be minor compared to you fighting this all the way to court (when presumably you will want the matter dealt with on paper without a hearing to prevent your Father knowing about it)
You know the value of your own time.
Is it worth the time and expense of dealing with this for months/years when the £49 it will cost your Dad to end it ,(£50 less the £1 that wasn't paid) could be an early Christmas present from you (rather than the amount owed increasing, the unpleasant experience of debt collectors letters and worry to an elderly gentleman)
Don't ever like saying pay up, but this time it will be cost effective and everyone in the family can forget it!0 -
I agree, it is one option to pay the £50, then try to prove there is a scam there...which is far more damaging to Napier and would put the £50 charge into 'scam' territory.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I would write a Subject Access Request and ask for all the information they hold on this matter. Be sure to quote PCN number, car reg, location etc and point out that you are confused as there is clearly a ticket showing in their photographs that had sufficient time on it.
That may flush them out if the want to admit they were agent provocateurs on this.
If you are 100% positive that the system in force does not require Dad to key in a registration, then wait till you see what they reply with.
But you are making really heavy weather of this and some of the best brains on this forum have given you loads of help. If some are now advising you to pay, then it's because you are clearly making a meal of it. Sorry!0 -
Just to update and end this thread.Having discussed all this with my father and giving him all the advice provided by you all.He decided that he would accept the invitation to pay and so he paid . I think he felt it would be too stressful having the threat of court at his age. I very much appreciate the advice as l feel that l was better equipped to give him some sound knowledge based upon all your experiences.Our initial reaction was to tell these people where to go with their fine and ignore it. As a result l haven't bothered with the SAR nor appeal because of his payment. I won't be visiting this car park to investigate as l felt intimidated on my last visit. Knowledge is power but sometimes circumstances mean you have to give in to defeat for peace of mind. Thank you to all your help and l hope this thread is useful to others in a similar situation.0

if YOU had been the person who had parked and if YOU were willing to go the extra mile on a point of principal, then we would back YOU as much as we could do so
sometimes principles cost money , even if you win , as can be seen in this court case (even if its not the same core principles)
