Hi all
I have read the sticky for newbies and some really interesting and helpful info. Thank you.
So it seems I received a PCN (£60 if paid within 14 days) then 5/6 weeks later a final reminder was sent (£100).
4/5 weeks after that (beginning September) I had been sent a letter stating they will be left with no alternative but to instruct third party collection agents if I don’t pay within 14 days.
I moved home in May and had not updated my address with DVLA until June therefore this PCN was issued to my old address. Only reason I have them is because I went over there to check no odd letters had been sent to me (what a shock I got!).
My questions are
1. Can I still appeal?
2. My overstay was by 17minutes. Is there a grace period they have to abide by?

The one thing you need to do urgently is to give CEL your new address, because if court papers are delivered to your old address and you are blissfully unaware of them, you're nicely teed up for a default judgment against you and a life-changing trashing of your credit rating. And it's a strategy that CEL have built into their business model.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

No-one here would recommend the second option, but if you ever receive a Letter of Claim or official court correspondence then please post again on this thread if you need further help.
Otherwise it's a case of ignoring all debt collector's letters.0 -

Letter Before Claim, Letter before Action (LBA) is normal
However, they must strictly follow the new debt protocol
which means that they must prove to you their claim and give
you 30 days to respond.
Your response will of course be to rebut their claim
Given all the parking scammers around, CEL are the
weirdest bunch who huff and puff and tend to discontinue
their claim if they think you are not a mug
Either that or the court whoops them.
Play their game and MAKE SURE THEY KNOW YOUR
