Private registration plate

What's the minimum it would cost to change the reg and how would I do it? Is it safe to buy off ebay or gumtree, or should I stick to the number plate websites?
While my initials would be nice, I'd be happy with another 20 plate or one of these dateless ones

Who are you likely to communicate with who won't understand the NATO phonetic alphabet?

Can’t remember the last time I gave out a reg number out over the public switched telephone network…
