Who has issued the ticket and is it a Penalty Charge Notice, Parking Charge Notice? What is the exact wording on the ticket, specifically the relevant Act that covers it?

Gosport Councils website deals with payment for PCN and FPN, so some clarification is needed.

The ticket says "parking charge notice" and is issued by Gosport Council. I filled in the appeal form on their website - what I assumed was the informal appeal - when they rejected my appeal I was expecting be be able to make a formal appeal ie the process described on this site. That is when they told me it was a criminalised system and the next step is defending myself in magistrates Court.0 -

Filling out that form was part of the formal appeals process. They have rejected your appeal and will seek full payment. Up to you what to do next, either pay up or wait until you are issued with summons to court.
