collecting new car

Hi all we were due to collect are new car on the 1st Sept but have just had an call from the dealership saying that due to new emission laws and when the car was made the car will have to be registered on or before 31st August is this correct.

Just think I should of been made aware of it. So I get a brand new car with a out of date engine in it nah I don't think that's fair. I've had to save hard to be able to get a new car. When on ordering I was told I could collect on the 1st Sept.0

Given that lots of dealerships have unallocated brand new cars in stock, all of which have to be registered by August 31st thereby devaluing them and making the pre-reg, I'm going to assume that the dealers weren't aware of the WLTP regulations some 3-6months ago when you originally placed the order.
Also, the car you ordered isn't going to magically have a brand new engine in September. What is more likely is that since the WLTP test is stricter, is it will result in cars either failing, or reporting increased CO2 emissions, which will result in increased first year VED costs. Much like the rush of people registering their cars before the VED change in April 2017 to ensure they could pay the £20 or £30 VED, rather than the increased £140 flat rate.
Depending on how your particular car fairs in WLTP testing vs. current NEDC, this may lead to a decent saving in terms of the OTR price you paid, compared to what you could pay with the cars testing under WLTP.0 -

What has changed is the way they're being tested and measured. You've probably heard a lot (some of it accurately reported) about various manufacturers gaming the testing, and about real fuel consumption not living up to official figures...
New car models launched since September last year had to be tested to the new scheme. Existing car models had a year's grace, which expires at the end of this month. Many manufacturers are having problems in certifying their ranges in time, and are pausing production. Whether you believe this is simply because it's really hard to get testing appointments, or because they're failing and the manufacturers are desperately trying to re-engineer them, will depend upon your cynicism/gullibility.
You ordered a new car to be delivered on September 1st. If it was registered on September 1st, it would have to conform to WLTP-tested emission limits.
The car is not available to conform to those limits, but they can deliver you a brand new car to your spec on September 1st, just registered on August 31st, the day before. It will be registered in your name as the first keeper. A brand new car. Not pre-reg. Literally the ONLY difference is that it was registered on the Friday instead of the Saturday...
The only reason this is remotely contentious is because the 1st September also happens to be the day that the UK registration system ticks over the bi-annual change of age identifier.
Are you buying the car as a cash purchaser, or are you leaseing/PCPing it? If the latter, then there is no difference at all to you. If the former, it may make a very minor difference in future depreciation if you sell it on within the first few years, but since nobody ever made you any depreciation promises, that is not something that you have the slightest come-back over.
Does your order paperwork explicitly state that the car will be registered on a 69 plate? If so, then there's a contractual issue there.0 -
Maybe the dealer could sport £250 for a "private plate" off DVLA?
I can see that if you have been saving hard for a brand new car, and wanted to stick it to the neighbours by rolling up with a 69 plate, then you turn up and park some ancient 18 plater, they are are going to laugh.
If you didn't care about the 69 plate you'd be MSE and buy a pre-reg a lot cheaper in the first place surely...I want to go back to The Olden Days, when every single thing that I can think of was better.....
