OFCOM has gone to great lengths to ensure that people are able to keep their numbers when moving between providers, so I'd imagine that they'd be concerned if providers are routinely threatening the loss of numbers to manipulate access to different contracts with the same provider.

There shouldn't normally be an issue with potentially losing a number when moving contracts with the same provider.
Is there a contract problem that requires it?
If a customer is moving to a new customer deal there may perhaps be a requirement to port in a number. Attempting to port your existing number just highlights the fact you're not a new customer.
I was wondering the same thing. I got a free Three Mobile sim, but not sure if I can port a number to them, then port straight back out again. I phoned the other day but couldn't get a straight answer out of them.
