    Probably doesn't affect other road-users safety if one of the rear seatbelts doesn't work ;) whereas brakes not working, no lights, wheels about to fall off, bald tyres in the wet etc., might :D
    I want to go back to The Olden Days, when every single thing that I can think of was better.....

    (except air quality and Medical Science ;))

    The tester will test the car as it has been presented. It really is that simple. If seats are folded then the tester cannot test the belts to the correct procedure. Any half decent tester is going to advise as such.

    Is there is a leak in your washer fluid reservoir, if you need to carry a 2l bottle and ran out between house and garage? Are you getting that fixed or just making sure it gets topped up before the test next year too?

    Is a passenger "another road user"?

    Doesn't matter, the law should be just as concerned with their safety as with anyone else's.
