    I've checked the clauses around Grace Periods and it seems to suggest that it should be a minimum of 10 - mine was 29.... do I feasibly have an argument?

    a landowner cancellation is always the best option


    this is also covered in that NEWBIES thread you said you had read, PLUS I mentioned it earlier

    Plan B is , appeal using the template letter before day 26

    Plan C is - appeal to POPLA

    Plan D - is wait for an LBC and MCOL and have your say in your local court before a judge, within 6 years

    So the car park is literally a gravel car park near the centre of Birmingham.

    It does not belong to a retailer, hospital or anywhere logical to complain to.

    Is there a way to find out who the land owner of a private car park is?

    yes, try the Land Registry, it will cost about £3 (assuming google cannot help)

    in your earlier post you said the overstay was 20 minutes, now you say its 29 minutes

    and the BPA CoP dated January 2018 does not state its 10 minutes, read it again please

    Or ask the local authority who pays the non-Domestic rates (not just 'who owns it'?).

    Apologies about the time difference - it was 29 minutes.

    I've taken a look and it says:
    You should allow the driver a reasonable period to leave the
    private car park after the parking contract has ended, before
    you take enforcement action. If the location is one where
    parking is normally permitted, the Grace Period at the end
    of the parking period should be a minimum of 10 minutes.

    Mine is nearly 3 times that - is that a reasonable argument to POPLA?

    however , you only looked at 13.4 and not 13.2


    read it again and tell us what the grace period allowed should be, which conforms to your initial post and why I mentioned it , due to you stating it was 20 minutes

    Not unless you lay it on thick about the numerous attempts to pay by phone and why that took so long, with the onus being to lay the blame on the parking operator's app.
