    It depends on what you mean. Ultimately a court would do that, but you and the landlord or letting agent could mutually agree.


    Or you can use the dispute service provided by the deposit protection schemes.


    Or the Landlord might decide to just return the whole amount.


    There is no concrete rule.

    I mean who can determine it is clean this this stage? When I return the key?
    If I need dispute, I will it later if LA does not happy.

    Ok how about this:


    You say it's clean.
    The LA says it's not.


    You can either negotiate an amount to be agreed between you, or ask the protection service to adjudicate.


    No single person determines anything before that point

    I found some local doing cleaning in GUMTREE and is much cheaper.
    They are doing it as part time and does not attached to any cleaning company.

    Is it fine to use them?

  • my LA insist need me to show the end of tenancy receipt/invoice.
    if not, LA will appoint their own contractor and deduct from my deposit.

    And you can dispute it; it’s irrelevant.
