Lets be more pro active.
You say the letters are clearly addressed. Are they flats,no's on the doors?
A great example I remember was a road with 64,64a & 66.
Problem was 64a didnt have a number on the door and came before 64.
Postie comes round after doing 62 and sees the next door assuming its 64.
Whereas all the other 'A's on the street come after the main house for their no.0 -
My street is quite confusing with its numbering and we often get couriers delivering to the wrong houses and on a rare occasion if there is a cover postie on our round our mail will go to the wrong house, we sometimes accidentally open each other's mail, there is no malicious intent just a mistake, just last week my new bank card went to the wrong house and was opened and then brought around to me later that day with an apology.
We don't get angry or irate about it we just understand that it's human error and we all make mistakes. Nobody has got hurt or died or had identity or money stolen so I don't get what the fuss is about0 -

If you want a particular answer tell us what to say, in the meantime, you'll get other people's experiences, which are that these things happen.
Many people, particularly sole occupants, open all letters delivered without checking addressees. It's not an offence unless you act upon the information within the letter.0 -
I think I can understand why the neighbour just shoved the opened letters through your letterbox OP - I wouldn't want to engage with you either.0

It happened to me a te start of July...it was a new postie. Had a quick word with the guy at the sorting office...done job nobody died and no children were harmed..0 -

But there is no way Royal Mail can promise that. Postmen are human, they make mistakes and I'm sure there's no malicious intent in what they're doing. Until we're getting our mail delivered by drone or something it'll always happen.
I can understand being a little angry with your neighbour but again it's entirely possible it was an accident, some people won't bother reading the front of the letter as they'll assume post in their house is for them. Just be thankful they returned it to you.
On the plus side the letter was either good news or a confirmation letter, if it was anything serious they'd have called her in.
Effectively you're asking for the impossible...0 -

The OP didn't mention how the NHS letter got into his possession. The neighbour must have given it to him, so far from being someone with "scant regard" they are someone who opened a letter and took the more difficult option (posting it to the OP) than easy (chucking).
OP needs to complain to the RM so they can "retrain" the postie a bit.
