They gave me an "Appeal Confirmation Reference number" which immediately made me think it was a scam, because I had not made an appeal to anything.
  • is the number 10n digits long ,

    example

!!!8216;POPLA verification code!!!8217; which POPLA require in order to accept an appeal. The POPLA verification code is 10 digits long, and contains the following information:

A three digit identifier for the parking company (e.g. 606 is ParkingEye)
A three digit number which identifies the day of the year made (e.g. 001 is 1st January, 040 is 9th February etc)
    A single digit year identifier (e.g. 4 is 2014, 5 is 2015)
A three digit identifier to identify the case for that parking company on that day (e.g. 001 is 1st, 100 is 100th)

Do not ring them. Not at all ever.

Ok so it's not an actual rejection more an acknowledgement of an appeal. I would contact the DVLA explaining what has happened and ask if your details have been requested by Ukpc.

Oh God, sorry, I meant to post the contents with my description, sorry. They have my full name, which is worrying! I have tried to ring them a few days ago, but this can only be done between 11am to 1pm, which is crazy, "due to staffing levels"! I was position number 9 in the queue and after 25min I got to position 6 at which point I had to end the call and return to work. They have the cheek in their recording to suggest to 'call back later'!! Wording of email below with my name omitted. -

Ok people. This is where I can't do any more until I get home and confirm DVLA document this evening. I'll get back here soon as I can confirm. Thanks again for help with this.

Ok, so, I spent the whole evening looking for my DVLA form, but no joy whatsoever. I think that I have to conclude that I left it at my last place. I was so sure that I changed it before I moved as well as all my banking. I think now that this - "sounds like its gone to old address and they have replied" is most likely assumption!

Does it also have these words?
Failure to provide this information will give us no alternative other than to make our final decision based on the previous information received, at this stage a POPLA verification code will be provided.

In 2016 they were using that exact email:

I wonder if the people at your old address have 'appealed' online, saying it;s nothing to do with them, and giving your email to contact?
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

So, what do you guys reckon should be my next steps with this? Do I need to contact them and pay their fine, or confront them on being unreasonable by virtue of their inadequate signage and the fact that I moved my car immediately, and that I had a valid pay and display ticket on the windscreen? Please advise.

Coupon-mad - No, it doesn't contain that wording. The email contents above is the entire email, with the exception of my name.
