You can't complain to the mangement company about people smoking in the building. If you want to live somewhere where people don't smoke you have to buy a house and stop anyone from smoking in it.
The problem you have here is caused by the occupants of the building smoking in it and disgarding their cigarette ends and other rubbish. As long as you can access the fire exit stairs safely there is nothing that the management company can do to stop people smoking. What you are complaining about actually is people smoking and throwing their cigarette ends down there. Even if there was something covering this frame it will not stop people from smoking there. Wherever people smoke there is a fire risk.0 -

The detail depends on which part of the UK we're talking about (as each country has its own legislation), but I'm pretty sure that in both England and Scotland communal stairs etc in residential buildings are not in the list of designated places where smoking is illegal.Actually if it really is in the UK, I think you can. In this county, floors and joists are made of wood, even in fire exits. Fire exits are created to give time for people to escape. They are protected by fire doors that provide (usually) 30 minutes of protection.
Obviously, it's a terrible problem when people are smoking in fire exits and throwing butts on the floor. But that doesn't mean that the floor shouldn't be made of wood. It means that people should not be loitering in fire escapes.
I have no idea why there is no actual flooring there (hence asking for the context - it looks awful but are people actually supposed to walk on that floor? The main fire risk is currently being created by the tenants.
As I said, speak to the local council if you have safety concerns.Everything that is supposed to be in heaven is already here on earth.
