unbelievable ! Fire risk / hazard

been to my friend's flat last weekend, their fire exit look like this,
and the property management left this for years!
look the wood frame, it can burn any time!
this is a crime to leave this risk to the lodger.
I have asked her to complain this!

    What are you showing us? It certainly looks unfinished but there is no context here.

    Inside? Outside? What is it supposed to be?

    If a landlord does nothing and you think there is a severe safety risk then your friend should speak to the local council. They have officers who will inspect the property and serve notice on the landlord.

    I know you did. It still doesn't make any sense though without context. I've never been to the house. Is it too hard to say whether it's inside or outside or post a picture of the actual structure?

    Houses are made with a lot of wood. The presence of wood isn't a problem in itself.

    The lack of a (wooden) floor may well be and people extinguishing cigarette there is as well.

    Houses are made with a lot of wood. The presence of wood isn't a problem in itself.

    It looks more like the underneath of floorboards to me. Anyway, maybe the scruffy people leaving cig ends, alcohol bottles and toe separators should be a bit less scruffy.

    as you can clearly see the wood frame, the fire risk is very high, the cigarettes....

    yes, the problem is, I think they throw the burning cig end to there, it was so luck it so far no fire there

    While it's a mess and the LL should be getting the floor sorted, there wouldn't be a fire risk if the smokers disposed of their cigarettes safely.

    It doesn't take a lot of effort to find something metal that cigarettes could be stubbed out in and left in.

    What will happen if new flooring is put in - will the smokers still throw their cigarettes down on the new floor?

    I don't know what this is a picture of but it isn't a fire escape in the UK. A fire escape is always outside the building not inside. You may mean a fire exit? Whatever it is it appears to be inside a building so the state of it is down to the occupiers who smoke and drink there not the management company.

    Definately a hazard - looks like there's a cable joint covered with gaffer tape and do I spot a used condom as well?
