Would suggest you deal with this in the manner of your user name and follow the advice of the majority of posters, buy secondhand bumper, get it fitted as cheaply as poss and don't bother with respray!
As for going through insurance??? The increased premiums/excess would be more than the above!!If you are querying your Council Tax band would you please state whether you are in England, Scotland or Wales0
