hi, sry if posted b4. have spent several hours reading and have acted without questions in past.
I read to make sure we give the keepers name when appealing with ppc. and not your own if u not the RK. But can I give another address that I'm currently at on the online appeals page with ukpc? This wont mess things up later on? I realise if I do get NTK it will come to registered address of the car ( parents house). I understand the RK bit so later on doesn't mess up things but will the address thing not be the same as I could be residing elsewhere or am I telling them as RK, this is my new address to chase me on !!?

You can give the address of your choice when appealing a windscreen PCN on day 26.
I assume your PCN was dated 25th May or later, since UKPC were reinstated by the DVLA?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Hi, thanks for quick reply. Yes u are correct...28th May.
Apart from NTK to RK address, will they send anything else to me to my current address?
B4 it came to light about ukpc banned, I gave diffrent name and address on previous ticket and then i read not to appeal. I wonder if they will send NTK to the address i informed them with as they could not get it from dvla. Since they emailed me 6 weeks after charge and said holding charge at £60 for another 14 days as still at appeal stage and whilst they awaiting for me to divulge driver details! I have ignored.
Thank you again.0 -
I think they will send no NTK if you appeal on day 26, only a rejection letter and POPLA code and that will either arrive by email, or to the address you give.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

This is an entirely unregulated industry which is scamming the public with inflated claims for minor breaches of contracts for alleged parking offences, aided and abetted by a handful of low-rent solicitors.
Parking Eye, CPM, Smart, and another company have already been named and shamed, as has Gladstones Solicitors, and BW Legal, (these two law firms take hundreds of these cases to court each year). They lose most of them, and have been reported to the regulatory authority by an M.P. for unprofessional conduct
Hospital car parks and residential complex tickets have been especially mentioned.
The problem has become so rampant that MPs have agreed to enact a Bill to regulate these scammers. Watch the video of the Second Reading in the HofC recently.

and complain in the most robust terms to your MP. With a fair wind they will be out of business by Christmas. You never know how far you can go until you go too far.0 -
hi coupon mad, I really need some help, hopefully not too much, as i've seen recent popla appeals. Ive been away on holiday and b4 i left had received NTK on day51/52. (letter dated Friday 27th July, arrived Monday 30th/31st JULY. No popla code or rejection letter for the week after I got NTK and as was away, Have now got it.
First i need to know when deadline is for popla, as the popla code letter is dated Friday 3rd August and arrived about Monday 6th or Tuesday 7th August? so 28 days from ?
Also on NTK the fine is already up from £60 TO £100, B4 i got rejection or popla code, so is this breaking the BPA CoP? as not allowed to increase whilst investigating an appeal.
So after i got NTK, it said to appeal via ukpc website(28 days) or pay £100. I was confused as I thought i had already appealed via this method (on day26) and thought it was popla code i would be awaiting as nest step. so I tried to appeal again via site and after intially letting me in to appeal, when trying to send finally, it had closed and now said UKPC had made their decision. also says AFTER 28days of this appeal, and rejection i would receive popla!! ( another 28 days!) I then went on holiday only to come back to pola code! Without knowing the things i do from this website, i would have thought that my appeal had failed and i have to pay £100, with no popla code or info. They thought i would pay between time i got NTK and Popla code.
I will explain a bit more, with situation as the driver had apparently parked in a no parking area. I was wondering if "period of parking" is the time actually spent parked and does it have to say how long on NTK or pcn, if driver parked in a no parking area?
Also are grace periods allowed when parked in a no parking area ( no car park)??
thank you in advance.0 -
Hi, sorry could u tell me if I have grounds for no keeper liability if on NTK it says
"...… A paking charge was issued t the driver at the time but this has not been paid. We therefore had reasonable cause to obtain your details as you were the registered keeper of the vehicle at the time of parking.
Uk Parking Control do not know the name and address of the driver. We therefore invite you, the registered keeper, to pay the parking charge or provide us with the name and current address of the driver so that we may write to them and request payment: and you should also pass this notice to the driver.
If, after a period of 28 days ( from letter), the amount requested in this notice has not been paid in full ( or we have not been informed of the driver's name and current address) you, the registered keeper under the terms of, schedule 4 of the protection of freedoms act 2012, will be liable to pay the unpaid parking charge."

28 days from when it was ISSUED, so date RECEIVED is irrelevant.
Thats wrong. Its 28 days starting the day after the notice is fgiven, which is 2 working days after posting.0 -
still confused on date.... popla dated Friday 3rd august but received Tuesday 7th august. so with weekend being non working days what date do I start the 28 day period?0

The deadline for submitting your PoPLA appeal is around thirty days from the date of the letter advising you of your PoPLA verification code.0
