UPDATE:
Gave Wech a ring and was put through to one of their employees. I immediately asked about the Car Park in question, in relation to UKPC, and received hesitant responses about the lack of knowledge this particular employee has regarding the matter. I was then immediately put on hold for about a minute. The employee returned and said there is a specific person to speak to regarding that, offering to take down my number and getting him to contact me when he is available.
Knowing Wech, that could be from now until the next moon landing...so I'm not too confident. So, nothing yet. I'll post back when I've heard anything.

Okay lads and lasses, you're going to love this.
The man by the name of Anthony gave me a call back. Before proceeding to answer my questions, Anthony stated that the car, my brother's car, registered at the same address (where I also live) is currently parked there asked me if I knew who the car belonged to. Not wanting to say over the phone, even though I believe Anthony knew anyway, I did not tell Anthony that the car belongs to my brother. I did explain that it is currently broken down and cannot be moved, hence the reason for it still being there.
Anthony, very rude over the phone from the offset, made threats to have the car towed and placed on the street if it is not moved soon. Shortly after that, I proceeded to ask the questions.
1) Anthony did not comment on the fact that UKPC has been banned. He swiftly ignored the question and said "we'll look into this". (further fobbing off?)
2) Anthony says that it is Wech who gives authority to UKPC as it is their land
3) Anthony, much like an MP, ignored my comment on Wech being liable for UKPC legally.
The man was passively rude, which isn't a good look for them at all. To receive threats from the offset isn't good for them either.0 -

To sum up, whereas bridges and whole buildings can be moved, this is an immovable car. It is parked on property for which the driver/owner has no possessory rights. The OP is asking on behalf of another party so we are not getting the information first hand.
The landowner now realises when faced with someone who won't move their car, UKPC are useless as all the can do is to stick bits of paper on it. Now the landowner has been made aware of the situation, they are alert to the issue of having to move the [immovable] car themselves and collect the cost from the owner.
In addition, the car is likely to be moved on the Highway in Westminster where is will most likely be ticketed, taken away and the owner subject to bailiff action if the amounts are not paid.

Often, parking an untaxed car in a residential car park is a breach of the T&C/covenants.
If the MA demands that you move it, I do nor see how you can refuse. In a worse case scenario the MA may be able to put a charge on the property.You never know how far you can go until you go too far.0 -

Thanks for the more lengthy response. He's actually been waiting for the car to be moved, or towed, by the garage he paid to have it repaired. The garage actually have the keys and we've been chasing them for a while to come and take the car. We can't really afford (in terms of money) to have it moved elsewhere which is what I meant. My message wasn't about how he made the threats, it's just how rude the man was. Perhaps not relevant but I wanted to let the thread know, specifically beamerguy and CM, what happened.
Perhaps this offers a bit more insight. Even if we did move it, we're not sure where exactly it could be moved to. There have been, admittedly, financial issues with my brother, which have just recently been solved, so the car does not have a Westminster permit like mine does. The past couple of months have been all over the place, again financially, and it's just on the way to solving itself in regards to having the car fixed and getting a proper Westminster permit as opposed to getting a UKPC one.
Anyway, as I said, I hope this offers a little more insight. If you could offer any suggestions, without referring to how there's no common sense present, I'd greatly appreciate it.0
