I believe it is Wech (a resident controlled housing association in Westminster) that has given UKPC permission to ticket vehicles. Wech leave A4 papers on windscreens of vehicles without a permit claiming that if the car is not moved, they'll pass the registration onto UKPC.

Interesting, this sounds like self ticketing which UKPC
operate, they provide signs and pack for an individual
to report cars, they get £10 commission

your main agreement that counts
Probably an individual/neighbour living close to you.
UKPC do not issue paper warnings, they only issue
tickets. You have some investigation to do to find
out who is doing this .... probably late at night0 -

or agent to show you the authority given to UKPC.
You can SAR them and this is now free

Are there any templates you can recommend or should I form and word the email specifically myself? I ask as I do not want to get anything wrong here.

A SAR to the landowner is not relevant - unless it relates to the holding, handling or management of your personal data. SAR is not the equivalent of a Freedom of Information Request (which is only relevant for public and the like bodies). it would never likely extract a copy of any contract they hold with UKPC.
But a SAR to UKPC is appropriate - and opportune!

I think that as Umkomaas says, to start with, maybe not a SAR to the landowner but defo to UKPC
Is Wech the landowner OR JUST a co-operative housing
association. Does not mean the two are the same.
It is the company the agreement and tenant signed

You have to work it around the handling (etc) of your personal data. After reading the link I gave above, do some Googling of 'Subject Access Request' - it's not a new phenomenon, it's just that it's now free, and the GDPR perhaps adds a bit more impetus and status to it.
