Indigo ticket appeal

I know there have been many threads on this and it's a repeat but...please advise.
The driver of the car I keep parks daily in Stratford-upon-Avon station car park run by Indigo and has not always displayed a permit - initially despite auto-renewing a replacement permit was not sent but this didn't seem to matter. A couple of months later this was raised with Indigo and they sent a new permit and it was put into use, perhaps sporadically. One day....a ticket.
The next month ironically the permit didn't arrive and was chased and parking then ensued for a week or more with no permit (no ticket issued).
The ticket was appealed following reassurance from their telephone adviser by showing a picture of the valid permit. Not displayed, came the response (with some inconclusive photos), so a fine of £60 was due rising to £100.
I have seen the notes about POPLA (my letter says Indigo are no longer required to offer an independent appeal via POPLA) and appeals and waiting out six months but simply - what should the next move be?
(not sure how I can attach my appeal response...)

firstly, if you have read other threads about this you would be aware that there are no reasons to use the following words on here
"ME , MYSELF , MY , & I"
only the words the DRIVER and the KEEPER
so what happened on the day happened to the DRIVER, and WHAT HAPPENED SINCE THAT DAY happened to the KEEPER ( 2 different entities)
so edit your last post accordingly
bylaws apply at railway stations , hence keeping any appeals as KEEPER
and they do not provide popla codes for these bylaws incidents, so the TOC could try taking somebody to magistrates court over a penalty charge, but must do so within 6 months (unlikely)
so stringing it out past 6 months is the usual trick once the initial appeal from a keeper has been turned down
so no different to anyone else
the only time these need to be paid is if a magistrate (or a judge) says so

ok regarding appeals , you might as well forget it
indigo want money , they do not care who they scam
any appeal will be declined , however unlike any other parking case there is no independent appeal system
fall back on the bylaw reading , and follow the route0 -

Thank you for the replies. I did read the threads latterly but wasn!!!8217;t clear of the impact of initially appealing with Indigo. Sounds like there isn!!!8217;t one and the fine can only ultimately be imposed by a mag. court as it!!!8217;s railway land and subject to byelaws - so one should respond or ignore depending on style. Is that right?0

not quite , as there is no "fine"
there isnt a "fine" in any of these cases, be it on private land or on railway land
in the case of railway land its a "penalty" notice, and only a TOC can issue it and take the driver (or owner) to Magistrates Court, within 6 months - this is extremely unlikely and we dont know of any cases at all that have gone this way
we do know that after 6 months some people have had the penalty notice cancelled

the correct response is appeal once , as keeper , to INDIGO, then play email or letter tennis for 6 months , asking them questions one by one until 6 months has elapsed
there are some good 2018 threads by people who have already done this , so please read them , its a war of attrition

Up to you really but if they are still sending letters after 6 months have passed I would be warning them (or ZZPS, or QDR, as you will see on all the other threads exactly the same) that you will report them to the ICO for processing data outside of the statutory limitation period for byelaws penalties.PRIVATE 'PCN'?
