I've had gas hobs in many places that I've lived and I've never heard of such a cap, I certainly wouldn't expect there to be something to remove before using it unless I'd been advised about it beforehand, or had been provided with a manual for the appliance (and been told to read it). Pay up and next time ensure you give your tenant the information they need.0

Reminds me of a notice that my brother used to put on equipment in a college he used to work at.
"Before you go ahead and do it your way, read the instructions and do it our way."
If that important you tell them. You didn't tell them, so your fault. You pay up.
As a side note, must have been a posh cooker as I have used gas cookers all my life and never seen 'removable caps' on gas rings.The more I live, the more I learn.

I think someone in MSE heard the phrase "hub cap" and misheard it as "hob cap" and then made up this story.
What the hell is a hob cap?
Photos of the damage or it never happened and another MMD time waste.

I think your tenant should have been shown how to use the hob if it was something as significant as taking off the cover before using it.

After a swift internet search, the only references I can find to gas hob caps are the (not intended to be removed before use) normal black metal upper component of each burner.
