    I believe they may be Danish. Their callcentre is in Poland.
    Their callcentre staff seem well-educated and their English is perfect.

    Thanks pmduk. Put formal complain about it and at least got answer that they are looking in to it but it was good to know about this ofcom and billing mechanism. It is really not good service by economically or network wise but yes unfortunately got this and never going to take this again. I really do not remember about I downloaded any dodgy app or that survey.

    The new call charge system for calls to 084, 087, 09 and 118 numbers came into effect on 1 July 2015 and is explaned in many places.

    That means the bill is wrong, surely. She should have been charged for the access charge and the service charges separately. Good spot, I hadn't picked that up.

    Looking through their tariffs, it appears that they massively undercharge for many of these calls, especially on 09 numbers, and so must have been losing substantial revenue on those calls for the last three years. In some cases they are paying out to the called party three or four times as much as the caller paid them for the call. They must have some pretty shoddy internal accounting not to have noticed that.
