If Lidl pay the rates, then my understanding is that they are the landholder.

This looks like the second jubious ES authority for parking form I have seen.
Good luck with your land registry search.
Other thing to explore is:
1) Have they got advertising planning permission for signage?
2) Have they got planning permission to use as a car park?
Go to local authority website (planning section) for both to check.
(I suspect they will definitely have the second but worth checking both.)

The Hargreaves clan was heavily involved in Trev Whitehouse's doomed ANPR Ltd, and Brian's involvement with ESPEL suggests that TW is at the parking trough again.
While doing a bit of Googling, I came across this website. I wonder whether Trev's also back doing his algorithms. Here folks is what looks like a brand new 'ANPR in a Box' offering - it provides the following:UK, US, Ireland, European, Australian and NZ plate recognition. Format / state / country preference. Programmable syntax. Inbuilt training.).
By performing the ANPR recognition within the camera network traffic is massively reduced. Real time recognition is performed on raw high definition images at full frame rate and will work for all traffic speeds. Multiple plate tracking, direction, advanced de-skew and yaw correction, character spacing validation and country of origin matching.
There's plenty of other mind-boggling capabilities, but seemingly 'terrorist and illegal immigrant recognition' has been dropped - previously included in the old Box.

Frazer Capitol Management Limited (Fraser Capitol Management Limited) Appears to be the Group relating to Club 3000 sites all over.
The signed agreement was for an initial one year but appears that any party can terminate it after the one year.
Bad spelling even of the surname of Peter Minshull who should use his full name and not Pete on such agreements.
What I've not seen in the thread yet (may have missed it but there is no mention of Mitigation of the Claimants attendants watching the driver leave the site.0 -
