We did a trip through Croatia in 2014 (I think) and I am also sure it was free then also. I'm a tight Scot so no chance I'd pay anything like £20 pp but I do remember it was a really great experience and so pleased wife and I did it, especially as the weather changed massively from when we start to end, hence made for some great photos.
Such a shame the crowds from the cruises can ruin your day - even when we were they a few years back getting a late lunch was nigh on impossible in city centre. Similar to Venice but lovely city and one of our favorite memories is Dubrovnik.0 -

We came back from Dubrovnik last Thursday, and found that the Dubrovnik card, costing 250 Kuna for 3 days, was a great deal. Bus transport is included (useful for us as we were staying in Lapad, and while it was possible to walk into Dubrovnik, it was a long, hot and somewhat hilly walk!) It also includes entry to around 8 or 9 galleries and museums, and a day's bus trip to Cavtat, which would normally be at least 40 kuna. Considering the cost of the city walls alone, which I agree is rather expensive (but worth it), purchasing the card made a lot of sense for us.0
