ZZPS letter, but never received PCN

Good Evening.

As the registered keeper of a vehicle, I have today received a letter from ZZPS about a PCN from APCOA that was apparently issued on 10 November. Please note I have read the frequently asked questions but just wanted to clarify something with you.

No PCN was received from APCOA and this is the 1st that I have heard about this PCN - The charge arose whilst the car was at a hospital. I assume that the car park is monitored by ANPR cameras. Surely this is well past the date that I should have received a PCN. Am i right in thinking that there does not need to be any proof of posting the original PCN to me - if that is the case do I take it I appeal in the usual way even though original was never received.

    Start by editing your post to remove information about who parked. Only ever refer to The Driver and The Keeper, who are two different people. ;)

    Send the template appeal to Crapcoa, stating that this is the first the keeper has heard about the PCN, so they are assuming quite reasonably that the love letter from the debt crawler is the NTK.

    Of course, ignore ZZZZZzzzz.

    You could try sending off the initial appeal template from the NEWBIES FAQ sticky, post #1, to APCOA to show you have engaged in their process, but expect a rejection on the basis of too late an appeal.

    Ignore anything and everything from ZZPS - they are powerless debt collectors - read about how to deal with them in the NEWBIES FAQ sticky, post #4.

    Complain to PALS (Google) at the hospital, ask them to intervene and get this cancelled and get APCOA and their debt collecting monkeys off your back.

    Thank you - I have found it.

    One further question, I don't think that I can use the part in the appeal letter about signage as I know that there is good signage. However should I add that I was made aware that the machines were not working on a number of occasions in November and hence would like to receive proof that they were working on the date in question?

    Apologies if it a daft question but never had to do this before.

    Good to know you're an 'expert' on private parking signage and that the signage is 'good'.

    Can you tell me the font size requirement for the signage? What terms and conditions need to be displayed? What are the minimum measurement requirements for the signs? Does the site have a warning sign at the entrance? Does it contain all the wording requirements? Do you know what the minimum capital letter heights are for wording to be safely viewed at 10/15/25/40mph approach speeds?

    Otherwise, I'd be rather tempted to leave in the 'signage' wording of the appeal. This has been written by an expert.

    Like I say I have never had to do this before and clearly am not an expert hence why I am asking questions!. I am just aware that there are signs there but I take your point and will leave that section in.

    Sorry - it was a bit overboard, but aimed at 'making the point'. So many posters want to ditch the 'signage' point on the basis that they think the 'signage is clear'. Yet at POPLA, so many appeals are won on the back of inadequate signage.

    APCOA never sue, nothing happens, and they can't hold a registered keeper liable.
