ZZPS letter, but never received PCN

Evening- Just a quick question please:
I appealed to APCOA as the PCN was never received and hence was treating the letter from ZZPS as NTK. Unsurprisingly I heard nothing back and have continued to received letters now from QDR. I am continuing to ignore. The latest one dated mid July, which I have only just received as was on holiday, requested payment in 14 days otherwise they would suggest that there client starts court action etc etc. Again I will ignore unless there is a letter before court action etc. My question, finally, is when it comes to a court claim what can they realistically recover, would it be the original fine plus court costs, or can they really go for their over inflated costs?

It will typically be less than £200 if you lose in court.
But why are you planning to lose?

Yes, you read that right. About a quarter of a million tickets issued over the last two and a half years, but only one court appearance in that time. Sorry, we don't even know if that one court appearance had anything to do with parking.0 -

I am not planning on going to court or even losing, I was just interested really. Having not entered into a contract with ZZPS etc I wondered if they had a right to add on extortionate costs rather than having to stick to original costs plus court costs ie the more true costs.

Add what they like, ZZPS are irrelevant. Just like if I said, that's £1,000 for this little bit of input, pay up or else I may, possibly, potentially, maybe .........

a typical loss in court for a pcn is about £175 , which is the parking charge plus court costs and some legal fees

Thank you - I was getting myself confused - of course it is APCOA that would instigate court action.
I have received an email back from the hospital as I asked if they would intervene - basically it was a no as I did not appeal in time - they missed the point that I did not know about this PCN until months later!. Anyway they sent me a copy of the original PCN date of issue 20 December, with the alleged offence being on the 10 November. This is 41 days later. From reading other threads and the newbies thread, I am not clear if I should of received the original request for payment within 14 days or 28 days. Please can you clarify and were they too late in issuing the original PCN to me?
