Is this allowed? (Response from Ryanair)

Yes. Book 1 at lower price , other at next price. All airlines do it.0

I even experienced this with National Express, so it's not just airlines. I needed to buy several tickets, and there were £1 FunFares available. I soon twigged that if I booked them all together, I got no funfares, but booking individually I managed to snap up the fun fares till they ran out, and saved a packet.0
