Okies, so I’ve read the newbies post and the POPLAR posts but can’t find an answer.
So I drove into an NCP ANPR carpark.. camera caught me 15:48 driving in.. and driving out at 17.02 after purchasing a one hour ticket at 15.50. We received via post a Penalty charge notice. My hubby hit the roof and immediately appealed it saying the carpark was full of snow and it took me a while to get the pushchair in and out etc and he also stated there’s a new law which allows drivers 10 min grace time.
They refused the appeal and stated that even with the 10 min grace period we was still 2 minutes over and they have proof of my one hour ticket on their system.
We have ignored their reply and they have today sent a final reminder saying we have to pay the £100 within 14 days else it will be passed to a debt collecter. I have read on here to ignore these letters but my question is: i know i over stayed by 2 mins but If they did take us to court, have we admitted I am in the wrong by appealing and saying the words ‘I drove into the carpark’ etc ?

Also only today have I read the draft template of the professional appeal letter! I only wished hubby had not seen red and immediately appealed in his angry ways else I could have done some more research on this!0

No you didn't... Surely it was a parking charge? That is not just semantics, BTW.We received via post a Penalty charge notice.
Did they offer your husband POPLA, and if so, on what date was the appeal rejected and the POPLA code provided? (codes last one month). We have ignored their reply
He should be using that POPLA code to win, no sweat. Why ignore the second stage where we win?
Is he the registered keeper, yet he made it clear he wasn't driving?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Ive read all that regarding signage and land owners but we can't appeal anymore now we already have! Our only choice is to pay it or ignore it so I want to know if they have us now we admitted to driving in!?0

It is definitely a Parking Charge Notice. I have a parking charge notice number and it says an outstanding parking charge notice of £100 remains.
I was driving. He appealed on my behalf after seeing red.
I only learnt about Popla codes today? It's confusing.0 -
Please answer all the questions asked in post #4.0

In his name or your name, admitting to driving (ouch)...He appealed on my behalf after seeing red
And is the POPLA code still in date?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

No ones name was mentioned. He wrote something like 'I drove into the carpark and by time I got the pushchair out and purchased the ticket, left the carpark and returned, put the pushchair away etc...
We don't have a copy of the rejected or appeal. We have logged onto the NCP website and there is nothing there. We only have the letter in front of us. We knew nothing about a Popla code until today.0 -
Let's do this one question at a time.
Who is the registered keeper of this car?
You or your husband?0 -
I am. Its my car. I was driving. As I said he wrote it on my behalf after being angry and appealed before I even found this website.0
