He stated one of the problems was the ANPR reading an O as an 0, what a load of cobblers how many VRN's are there that, that could happen?

The greatest number of vehicles have the AA 99 AAA format.
The official UK VRN font does not distinguish between O and 0 or between I and 1. It is a simple matter to treat these characters as equivalent in the systems that process VRN data. Any systems that don't do this are not fit for purpose. This includes systems that require drivers to enter a correct VRN.

And any systems that do do this are not fit for profit!

Indeed however you cant have an O or a I Where a 0 or a 1 should be and you cant have a 0 or a 1 where a O or an I should be on most VRN's.

It was just a sad attempt at deflecting blame.

Pester said it all, there is no reason why a motorist cannot
query the validity of any ANPR as the BPA has confirmed that
    ANPR is not 100% accurate.

Couple this with POPLA admitting they do not understand
    the problems with ANPR

    Dear ANPR/BPA operator,

I will not accept your assumption that the charge issued
to me is correct as your accredited organisation, the BPA
have clearly stated on National TV that ANPR is not
100% accurate. As such, you will now need to prove
to me that your charge is correct and provide me with
full statistics of the ANPR at this location.
At this stage it will be in both our interests that you
cancel this charge forthwith. If this matter proceeds to
court, I will of course ask the court to request from you
    the accuracy of your system.
Your independent appeals service POPLA has stated
that in cases they have not understood about the
accuracy of ANPR. Therefore, I believe that my rights
    maybe be affected

What do we say to scammers involved with the
    scam IPC/IAS ???

You might need to add BBC1 at 8 p.m. in case they don't understand National TV

From the 30 seconds I have just watched I can only assume this was a job nobody wanted and he was the only applicant.

    What a muppet.

Look on the bright side, if the BPA don't fire Andrew Pester,
then, more good information could be leaked.

    It is now a fact

    ANPR IS NOT 100% ACCURATE
