I know it is not your problem, lovely Murphybear, but he will do it to the next tenants, like as not. Depriving someone of water is (I'm pretty sure) a violation of their human rights having said which, if the police down your way are remotely interested, I will be pleasantly surprised. The ones around here are utterly useless.
All my water company could suggest was that you contact Environmental Health. I recommend you call and keep on calling rather than rely on email. How long does this idiot expect you to go without water, for goodness' sake? Until your kidneys pack up?
Did a bit of googling and the only sensible suggestion I came across was to seek legal advice. If you have legal cover with your contents insurance, that might be a good place to start otherwise many law firms offer free initial consultations, as I am sure you are aware. I really hope this horrible situation is resolved soon and good luck with your move. Bet you are counting the minutes.0 -

Take your kettle round to him and say you need water to drink, and remind him leaving you without water is a reportable offense (to environmental health).

We are now sitting in the Manor House which is Hotel/activity centre. We got a last minute deal for £50 pppn which includes 3 meals, as much food as you can eat, dozens of activities all included and a new spa to die for. Only 5 miles from home so we shall be popping back to see what’s happening in chateau Murphy-bear;)0 -

Eh? He turned the water off because the house was too cold - so presumably you cannot have any heat going to the radiators - and refuses to switch it back on until the radiators are warm?
Surely both can't be true!!
Anyway - definitely harassment. Is there a tenancy relations section at your local council? If so, they might be well advised to remind him of his obligations as a landlord.
A pity there is no landlord registration yet in England, this is precisely the sort of thing that would get a landlord likely to be judged unfit to be registered!0 -

Bet there'd still be scumbags who'd disregard the rules, slip under the radar and get away with it.
As a landlord who tries to abide with all the rules and to provide tenants with somewhere nice to live - where I'd be happy to live - it really galls me that these unscrupulous people get away with such awful behaviour.0 -
Radiators are on a separate, closed system. Water doesn't flow in and out of it unless you deliberately let water in or out. Turning off the water shouldn't stop the radiators working.
Really? I am reasonably sure boilers do not work without a water supply but am willing to be corrected.0 -
As pointed out above, a CH system is sealed and does not require a constant mains supply. A combi boiler does require a mains supply as it heats the water on demand.No free lunch, and no free laptop0

I admit I am no plumber/gas engineer but know that both the combi boilers I have lived with and the older kind which require a tank ceased to function when the water was cut off so the plumber could fix things. Cut off the water to either type of boiler, cut off the CH in my experience. Whether the rads need mains water is immaterial; if the boiler does not work, neither will they.0
