If only there were other ways to travel around London than in your own car...
There are quite a few places in London where not having a car does limit what you can do, especially if you want to do more than one thing a day.

London's public transport services are very good if you want to travel in and out of the centre, but as bad as much of the rest of the UK when it comes to making orbital journeys. In many cases it is quicker to travel into the centre and then back out again. Yes, they do have buses unlike some parts of the country, but that doesn't mean it is a convenient means of transport for all journeys.

Still no clues about where "round here" is though!
Shall we just say "rural England...." ?

You can be sure those who pass these plans do not live anywhere near!
Here in Lincolnshire, end of a cul-de-sac built 10 years ago, 12 4 bed houses and a block of 2 bed flats, 1 parking space each and no visitors parking.
Absolute nightmare, especially now over half the houses are let! One next door to us has three cars and a van, most others have two cars, everyone parks on the pavement so we have to walk in the road.

Have you any idea how wrong you are ?
Motability cars are virtually impossible to obtain nowadays
You have to be claiming high rate mobility PIP to be entitled to a car - and this is not exactly handed out on a plate these days !
Yes, I do know how Motability works. Used to be the higher-rate mobility component of DLA that you gave up.

And, if you recall, we're talking about people who can't possibly use public transport within London.

I was of the assumption that all new build property developments HAD to provide 0.75 OFF STREET car parking spaces per property ...
But there is a new development near me - with 400+ houses - with less than 10% provided with their own off street spaces

The explanation should be in the planning application/permission. Have a look at the officer report on your council's website. It should say what the requirement is and if it is less the reason why less was accepted by the council. You already mentioned it was near the station. That is likely to be a good reason for it to be less.
