New Users are having problems

Newbies, newly registered...some of them are having problems.

They cannot start a new thread.

They can only reply to an existing thread, (the user kmax may just have been confused, but I'm sure I have seen this with other users recently).

I am having this very problem, cannot start a new thread and the forum I'm trying to post on recommends that I start a new thread rather than add to existing.

Same here. I just registered to post a thread but cannot. The new thread button is shown when I'm logged out, but when I log in to post it does not display. Logging in after clicking the new thread button tells me I don't have permission or my account has not been activated.
